Discontent “fostered”
Both foster and foment are synonyms of cherish. “Foster is often used in an unfavorable way. Foment is seldom used but in a bad sense, or of evil influences.”
Indeed, fomented would have been far better than fostered. One implies an active pursuance, the other passivity.
